Job Summary
The Manager – Tender will be responsible for end-to-end tender management, including opportunity tracking, proposal drafting, compliance assurance, bid submission, and post-submission follow-ups. The role requires strong analytical skills, attention to detail, and in-depth understanding of government procurement processes to ensure 100% compliance and successful bid participation.
Key Responsibilities
1. Market & Competitor Intelligence
- Track competitor activities including new product launches, partnerships, and major tender wins.
- Analyse procurement trends across government bodies, ministries, and departments.
- Identify upcoming opportunities aligned with company offerings.
2. Proposal Drafting & Documentation
- Draft and compile high-quality proposals for various government bodies and ministries.
- Coordinate with internal teams (technical, finance, legal, operations) for required inputs.
- Customize proposals as per tender-specific requirements.
3. Tender Compliance Management
- Cross-check all documentation against tender requirements to ensure 100% compliance.
- Maintain structured compliance checklists prior to submission.
- Track corrigendums and ensure immediate updates to documentation when changes are issued.
4. Bid Submission Management
- Plan and oversee the complete bid submission process (online/offline).
- Ensure accurate, complete, and timely uploads before deadlines.
- Maintain submission logs and acknowledgment records.
5. Post-Submission Tracking & Coordination
- Monitor tender status (bid opening, technical evaluation, L1 results, shortlisting, etc.).
- Prepare clarification responses and submit additional documents as requested by departments.
- Keep management updated at every stage of the bid lifecycle.
6. Reporting & Documentation Control
- Prepare regular reports and documentation status summaries for management review.
- Ensure proper labeling, dating, and archival of all tender-related documents.
- Maintain records for audits, internal reviews, and future references.
7. Continuous Learning & Capability Development
- Stay updated with new technologies and government digital procurement initiatives.
- Attend webinars, training sessions, and tender policy workshops.
- Continuously improve proposal effectiveness and compliance standards.
Qualifications & Experience
- Bachelor’s degree (Any)
- 5–8 years of experience in government tendering / bid management.
- Strong understanding of GeM portal, CPPP, and other government e-procurement platforms.
- Experience in handling multi-departmental coordination for bid submissions.
